Xila Ltd — Children's and Age-Appropriate Use Policy
Version 0.1.0 — Draft for UK legal review
Effective date: [Effective Date]
This Policy explains age restrictions on Xila (the "Platform") operated by Xila Ltd ("Xila", "we", "us", "our"), our approach to child safety, and what happens if we discover underage use.
It should be read with our [Terms of Service (B01)](/legal/terms), [Privacy Policy (C01)](/legal/privacy), [Online Safety and Content Reporting Policy (C05)](C05-online-safety-and-content-reporting-policy.md), and [Platform Constitution (A01)](../A-foundation/A01-platform-constitution.md).

1. Summary
At UK launch, Xila is for adults only. You must be 18 years or older to create an Account or use interactive Platform features.
We do not offer child Accounts, children's profiles or a child-specific mode at launch. Parents and guardians should not permit children to register or use the Platform.
2. Age requirement
2.1 Minimum age
By creating an Account or using the Platform, you confirm you are at least 18 years old.
This requirement applies to all Users, including:
- personal and Business Accounts;
- Sellers, Buyers, Employers, Recruiters, Candidates, landlords, renters and event organisers;
- Authorised Users acting on behalf of organisations.
2.2 No child Accounts
We do not knowingly provide services designed for children under 18 at launch. Features that might attract younger audiences (for example, social feeds, messaging, live communications, marketplaces or AI chat) are intended for adult Users only.
3. Why we restrict access to adults at launch
Xila combines multiple high-risk user-to-user features — social networking, messaging, voice and video, marketplaces, recruitment, events and AI tools — in one ecosystem. Before offering access to younger users, we intend to implement appropriate:
- age assurance and verification proportionate to risk;
- age-appropriate design and privacy defaults;
- parental controls where required;
- content and contact risk mitigations;
- governance aligned with the Online Safety Act 2023 ("OSA") and Ofcom guidance.
Until those safeguards are in place, we restrict general access to adults.
4. If we discover an underage Account
If we learn or reasonably believe a User is under 18, we may:
1. Suspend or terminate the Account;
2. Delete or restrict Content associated with the Account, subject to legal retention obligations;
3. Notify a parent or guardian where we have contact details and believe notification is appropriate and lawful;
4. Preserve information where required for safety, legal or regulatory purposes;
5. Block re-registration attempts using the same identifiers where permitted.
4.1 Parental contact
If you are a parent or guardian and believe your child has created an Account, contact us immediately at support@xila.com with subject line "Underage Account".
Please include:
- your relationship to the child;
- the child's username, email or other identifying information if known;
- any urgent safety concerns.
We will investigate promptly and take appropriate steps. We may request reasonable evidence of parental responsibility before discussing Account details.
5. Reporting child safety concerns
If you encounter content or conduct that suggests a child is at risk — including child sexual exploitation or abuse (CSEA) — report it immediately:
- In-Platform reporting tools where available;
- safety@xila.com (may redirect to support@xila.com until live);
- support@xila.com with subject "Child safety".
For imminent danger, contact UK emergency services (999) or relevant local authorities first.
See our [Online Safety and Content Reporting Policy (C05)](C05-online-safety-and-content-reporting-policy.md).
6. Online Safety Act — children's access assessment (high level)
Under the OSA, providers of user-to-user services may be required to carry out a children's access assessment to determine whether their service is likely to be accessed by children, and to implement proportionate protections where children's access is likely.
Drafting position: Xila is assessing its obligations under the OSA as applicable to its service category, risk profile and launch scope. This public Policy does not state that a children's access assessment has been completed or filed, unless and until Xila publishes a confirmed regulatory position following legal review.
At a high level, our current product stance is:
- general registration is 18+ only at launch;
- we do not market the Platform to children;
- we prohibit child Accounts;
- we maintain reporting routes for CSEA and other priority harms;
- we will update policies and controls if our assessment or regulatory requirements change.
Internal risk assessments, safety procedures and regulatory filings may contain more detail than this public Policy.
7. Events and third-party activities involving younger people
Some events listed on the Platform may be intended for younger participants in the physical world (for example, family workshops). The Platform itself remains 18+ for Account holders.
Event organisers are responsible for:
- lawful age restrictions and safeguarding at physical events;
- obtaining parental consent where required by law;
- not using the Platform to target or collect data from children in breach of this Policy.
See [Events Terms (B10)](/legal/events).
8. Data about children
We do not knowingly collect personal data from children under 18 through general Account registration at launch. If we discover such data has been collected, we will take steps to delete it where appropriate, subject to legal exceptions (for example, safety preservation or lawful retention).
See section 15 of our [Privacy Policy (C01)](/legal/privacy).
9. Future changes
If Xila later introduces age-appropriate access, parental tools or features for younger Users, we will:
- update this Policy, the Terms and the Platform Constitution;
- implement required age assurance and design standards;
- provide clear notice to Users;
- obtain UK legal review before publication.
Until then, the 18+ rule applies.
